Unfortunately the only version out there seems to be NTSC - with other Hamilton films like Laura, les ombres de l'été (1979) the PAL edition is far superior, and the NTSC is truly awful. Unfortunately your DVD is the same one that's out there, 720x480 (NTSC) rather than 720x576 (PAL). The NTSC version of Laura is awful, VHS level quality, while the PAL version is quite good - the haze unfortunately is not a transfer issue.
I expect the same will be true of this film.

I've got both versions now and was playing both at the same time (by opening one in VLC, the other in MPC-HC). Oddly the 69m30s (25fps) one is running about 10% faster than the 59m (29.97fps) minute version. Given that the 69m30s one has totally screwed up video-tearing/ odd interlacing issues I strongly suspect that the 69m30s is in fact just playing at the wrong speed - and the extra runtime meant the originator added uncut on to account for the longer running time! I'd need to watch the whole thing through with both playing to be sure - but that's my thoughts.

This film even more than most David Hamilton movies has no plot to speak of. It's not an editing thing. This is the way he intended it. So no, no uncut version.
