Is there any type of specific source for these shorts that make the rounds at festivals, but are obviously not big enough to be released on their own to DVD or video?

kev: at least here in norway such shorts are collected on DVDs with a thematic approach. These DVDs are released by the National Filminstitute. I guess something similar should be the case in other countries as well. Some years ago i saw a couple of such dvds at a library in germany, so at least for germany there is.
