Clicking on the "sources info" link shows 7 full sources, so it's likely you have a problem on your end.
If you have a LowID you usually won't be able to connect to others with a LowID. But 7 full sources is a lot for all to be affected by that.

The "sources info" link isn't in eMule itself, it's on this page. It's automatically inserted by the FLM board software next to every ED2k link. It links to http://tothbenedek.hu/ed2kstats/ which is a site which connects to ED2K servers to ask how many people are sharing a particular file. The "14/17" on your file means you see 17 sources and 14 of them have parts of the file which you need. If you double click on the filename in the Transfers tab it will expand to show you those people.
The file could well be slow getting started. I got this file from USENET a while back but it's the same one, so I just reshared it too, maybe you can download from me.
