That could be a serious problem for doing some things in eMule, for sure. Depending on the source of your internet (work, university) you may not be permitted to do peer-to-peer sharing on it, so make sure to consider that also. (You could end up getting fired!) I am not sure what workarounds are possible, which depends on what exactly you are trying to do. The one thing I can think of that involves router settings is trying to get HighID. I have access to any router or router administrator that I would use for personal reasons (rather than business). Even then, my current ISP does not have the capability to do port-forwarding. There are some (not all!) VPNs that allow port-forwarding, which can give you HighID. Whether your ISP / employer / university even allows you to use VPNs is another possible restriction.
I use AirVPN because of its optional port-forwarding. There are inexpensive short-term packages that can be used to try it out and see if it is what a user wants.

I should also state that there are many FLM members who have only LowID and seem to manage just fine with it. The difficulty is mainly in sharing with other LowID emule users. The HighID users act as an intermediary by also sharing other people's files. This is something that people ought to do anway, at least in the short term: share back what is taken. Don't tell anyone, but there are times when I download and share files even when I am not particularly interested in them myself, because I happen to know the uploader has LowID and that other LowID members will want that file.
Also the server list I copied from the guide yielded blank results so I went back to one of the servers that came with the installation. Results have been spotty as far as using links from here.
At least you managed to get emule set up, good job!
