Because 13 year old Imogen Millais-Scott looks like 33 and director Ken Russell is infamous for film creations with lots of adult nudity including huge boobs as main theme.

anyone who watches the 'dance of the seven veils' in this will notice that most of the acrobatics in it are performed by a man,including the finale when salome whips off her final piece of clothing to reveal a cock.

Ken Russell is an acquired taste, mostly operating on the principle of shock value. It certainly wouldn't occur to me to view any of his material as suitable for FLM. Imogen Millais-Scott may or may not fall within the FLM age criteria..........she'a another actress obviously coy about her age as DOB is difficult to ascertain.

The D.o.B. of Imogen Millais-Scott maybe difficult to find but (paused for a closer look) the full frontal scene on Salome's Last Dance puts her well under the age of 16! She must be a 32A! Compared with modern pictures of her, she's not naturally flat chested so she'd have been in puberty in the film.
