Topaz has a deinterlace filter so giving it a go. The film looks so cheesily bad though! Interestingly the de-interlace seems to work on all but the bright red sharply moving data. Weird.
Some advice to whoever encoded this orginally... It's a waste doing an mkv of a video without de-interlacing it first. The original file could simply be processed in software like Virtualdub with a de-interlace filter to massively improve it before mp4 encoding it. I don't know if the mp4 encoding is done on the sepeate fields or the merged fields. Also the file size is 2-3x what's needed for an mp4 encode for a film that's not even 720p. Still best to have a film than not, and best to have more data than too little.

I found that Topaz's deinterlace tried to double the frame rate and totally screwed up the video. So instead I just deinterlaced it in VirtualDub and upscaled it in Topaz to 720p with it's normal upscale filter. The result is a good 98% of the interlace noise has gone (occasional red backgrounds cause some artifacts), a super-clean upscaled picture, and for the bonus, the file is now a far more reasonable 1.27gb file, not 3.8gb!
