Drama - called "The Police"
One of the episodes from a BBC series called most likely "Scene 1"

Only description I have - it was a police force, setup by children in a school.

And was from the late 80's or early 90's

is it this?
Screen One: The police

A Junior School. Led by Edgar, a group of older pupils form a rather sinister junior police force to “tackle” the misbehaviour and criminality of some of their peers in a disturbingly totalitarian take on “law and order”. All goes well until adults get involved and then Edgar chillingly takes command and makes sure that any dissent is silenced.

First shown BBC1 16 September 1990

This is from an original screenplay by Arthur Ellis a sometime writer of law and order dramas including episodes of the Bill.

Starring Oliver Ford Davies and Guy Faulkner as Edgar
