It's the sequel for Polly (1989), a musical comedy remake of "Pollyanna" (1960). I've seen Polly and I'd like to see this sequel too.
I´ve seen that it's available to members of Disney Club. I couldn't find it elsewhere. The are many clips on YouTube, though.
