They blocked it because they want to sell it instead of letting people have it for nothing.
Well, it sure is not blocked on YouTube here in the U.S.

I moved this to the Music Videos forum, Jackie Evancho is pretty well known now.

If you watched this year's "America's Got Talent" you would know her. She entered late, via Youtube rather than the normal audition process. Her voice at such a young age blew people away and actually caused accusations she was lipsynching. She ended up finishing in second place for the season. Youtube should have quite a bit of her material, her initial entry plus her four appearances on the show.
