Dam you're right! Don't think this can even push this to 720p. It's got mpeg noise despite being 4.2gb and pretty low resolution. And yeah, starting from a non widescreen enhanced 480p is going to look pretty poor. And it's not a good quality negative they sourced either!
There might be a way to take the Chinese TV version which is an awful 1080p clean that to 720p and replace the cut scenes with the decent version - but the Chinese Tv version is covered in so many logos it's not a good source! I also noticed aliasing lines in the officers cap at 1h33m12s proving that it was probably a 720p or lower bad upscale, and of course the HDTV quality has some blocking noise. It has surprisingly little extra detail vs the DVD.
Can only hope another version appears one day.
