No, the other way around because children seldom play adult roles. What is most important here at FLM is actual children playing the roles of children because then there is no question. Anything else is an exception that may be acceptable. There are limits to how old and how believable an actor can be playing a child!
Consider this:
Leslie Howard and Norma Shearer played the star-crossed lovers in the 1936 film Romeo and Juliet. The casting may not have been super age-appropriate—Shearer was 34 and Howard was 43! Romeo and Juliet are supposed to be teenagers…

That is just a ridiculous example and the 1936 R&J does NOT BELONG at FLM, not even the tiniest bit. We have guidelines and common sense must prevail. Any fool can say "I am only three and a half years old" but no one is obligated to believe them.
ANYWAY: THIS movie is the issue here. I downloaded from the wipfilms.net link because it was much faster. The tezfiles still have 3 hours to go. (EDIT: did finish in time.) It appears to be the same file, a 1.09Gb AVI. It looks like a decent VHSrip with a little videotape tracking slip at the bottom edge. Having scrolled through I am satisfied that the movie seems to be ON TOPIC ... but just barely.
The girl does not look really old, so I can pretend she is 16. There is also a younger brother character and THAT actor was about 14 in real life.
It is also not nearly as exploitative as I had feared. (Darnit.
