Searching for a movie title

What`s the name of the movie (the scene starts about at 1 minute). I know it`s listed in the REL US forum, but i can`t remember the title.
The movie is pretty disturbing, but it´s a good one.

EDIT:

That movie [Bastard...] seems to be the 'go-to' movie for violence against kids for this mock PSA [as they show three or four clips from it, repeating a couple], but I recognized other movies too:

*' Gardens of the Night' with Ryan Simpkins. And;
*' Prisoners' with Erin Gerasimovich

I'm sure that there's more actual movie clips, besides the commercial-style material that's in the PSA. (Although it might be interesting to find which commercials those were clipped from, also...)
