I have verified this by creating a new membership. It was easy.
My VPN server is in Canada at the moment, so it is NOT blocking non-Russians.
If you do not read Russian, use a browser that does page translations.

EDIT: Unfortunately, I encountered the same problem that others did: the fastupload link eventually failed in the browser, and stopped in Jdownloader2 and would not resume even after changing my IP address. There was another link posted but it seems to be expired. So blizzardkid / rutracker is the best source!
