I'd argue Moonlight is different because the actors are the same age. A counter argument would be there was a case where two 15 years old were BOTH accused of "sex with a minor", of course in some red American state. True, but don't think that just because a state's not red that it can't have illogical and abusive laws concerning the matter. California is a deep-blue state, yet the age of consent is 18 with no "Romeo and Juliet" exception. Yeah, laws in some states say that sex between two minors isn't a crime, or between a minor and an adult with fewer than x number of years between the two (the x varying somewhat). This is the sensible way to do it. The point of these laws is to protect children from abuse. Not provide a tool for angry parents to jail a boyfriend they don't like.
While Moonlight could never have been filmed in the US there's nothing technically illegal about it, since the two actors aren't really having sex. Only films with actual sex acts involving minors are illegal. In that scene at the end of Moonlight we see just their upper bodies. For obvious reasons. The director would've told Laurien to climb on top and move back and forth like this (while demonstrating the motion) which she then did. Both kids were wearing bottoms you can't see because they're either offscreen or, in the following scene, hidden under blankets.
Underage nudity by itself isn't against the law even here in America. It's not done anymore because the culture has changed in the last few decades. You'd have a hard time finding young actresses comfortable with shedding their clothes (or parents willing to allow it) and there'd be controversy of the angry boycott kind against your film - and whichever studio released it.

I suppose, as well, the nudity has to have a reason behind it, which is why most underage nude scenes are shower/changing room scenes, getting changed or skinny dipping. There's definitely been less movies in the last few years with underage nudity in them, but they still do, occasionally happen, but only in European movies.

If that's a true story, it's hilarious. I do remember a Florida case of an 18 year old girl who kissed (or more) a 15 year old girl, and the 18 year old plead guilty to some pedo charges to avoid worse. Click here. Really not a lot. L'immoralita and Piccole Labbra were kind of crazy in this regard, but generally, good movies.

For me it’s more a question on which kind of nudity. Films like Schatjes where the actress is making out with a guy in the shower or Fulaninjha which @deadman just found an upgrade to, will not be made anymore in today’s age and society. Some kid just innocently taking a bath or going swimming? Still „doable“ today but your probably right that even these kind of scenes have drastically become less (from a parent and child’s perspective very understandable in my opinion. Only few (exploitive or outlandish „free“) parents will be comfortable with their kid posing/acting nude on the big screen.

It seems to be only in movies made outside of the US where we see these bath/shower swimming scenes, but I suppose the European view on nudity is different to American views.
Could you imagine if La Tutora (2016) was shown on US television, totally uncensored, with nearly 7 minutes of underage nudity, there'd be uproar.
