Confirmed. It's a 2-hour-part of the German RTL II including commercials and a part of the broadcasts before and after. Didn't know that Ulrich Mühe acted; well, this movie wasn't an Oscar candidate...

Well, that explains the wmv, whoever recorded it probably just used the simplest capture method. Thanks for being persistent on this! I added #1 to the thread title.
