Oops, I opened up both your IMDB link and the one Rich posted in tabs, and got confused and thought he had posted the wrong IMDB link but you had verified the movie and posted the correct IMDB link. My mistake.

Russia / Soviet Union. This is a Bulgarian film, and in 1982 Bulgaria was a Communist ally of the Soviet Union. I would expect there was cultural exchange between the two, including films. Russia would frequently dub and release films of allied nations, and they could still have this one in their archives, and maybe even shared now on Russian streaming sites.
